Tā Mātou Hoaketanga – Our Function

The principal objective of the Whangaroa Papa Hapū is to operate in a manner that:

  • is consistent with tikanga Māori;
  • acknowledges the mana of Whangaroa claimants, whānau and hapū, and
  • is committed to establishing and maintaining a positive, cooperative and enduring
    relationship within its members and with the Whangaroa community.

The Whangaroa Papa Hapū will do this by:

  • Actively working together using shared knowledge and expertise;
  • Co-operating in partnership with hapū in a spirit of good faith, integrity, honesty, transparency and accountability;
  • Enabling and supporting the use of Te Reo and tikanga Māori;
  • Acknowledging that the Whangaroa Papa Hapū and its work are evolving;
  • Working together to resolve any issues that may arise;
  • Facilitating research projects for the benefit of Whangaroa; and
  • Maintaining the Whangaroa Papa Hapū library and archives as a resource for research.

The Papa Hapū will have such powers as are reasonably necessary for it to carry out its functions.

Tikanga Whakahaere – Guiding Principles

Our process is based on a series of protocols or Tikanga Whakahaere that will be employed to ensure the key features of each part of the process, support the achievement of our desired outcomes. These protocols exist within Tino Rangatiratanga and Article 2 of Te Tiriti o
Waitangi. Tino rangatiratanga means absolute sovereignty.

These tikanga include, but are not limited to:

Tikanga Whakawhanaungatanga: The value of our relationships is strengthened by using collaborative and collective protocols to drive our focus in this way:

  • tikanga whakatau, te reo Māori, aroha tētahi ki tētahi, kōrero whakapapa, kōrero tuku iho, kaitahi, kōrero kotuitui tangata, and kōrero anga whakamua are key in carrying out tasks and accomplishment;
  • contributions that enhance our collective advancement will be considered over individual gains
  • relationship building is a key part of future proofing our structure and ensuring kotahitanga as we move forward together; and
  • hapū participation and contribution is central to our structure.

Tikanga Mana Whakahaere: The value of authentic and ethical leadership is recognised as key to the advancement of our collective process, progress and outcomes in this way:

  • leadership selection and decision-making processes recognise the tikanga of wānanga and the relationship between required skillsets, knowledge of a process, the people, and expected outcomes; and
  • collective ownership is prioritised, emphasising the importance of each individual’s role in shaping the community’s future.

Tikanga Kotahitanga: Establishing, developing and maintaining kotahitanga is essential if breaches of Te Tiriti are to be addressed in meaningful and appropriate ways. In this way:

  • all voices are heard, valued, and considered in decision-making processes;
  • diverse perspectives are heard and respected;
  • regular forums, workshops, and collaborative sessions will be organised to encourage ongoing engagement, contribution and participation;
  • transparent communication channels will be established; and
  • resources are shared equitably, ensuring access to the tools and support necessary for meaningful contributions in the process.
Whangaroa Papa Hapū was established, and continues to operate, as a Committee in Common.
A Committee in Common is not required to register as a legal entity, and is guided by a charter for accountability purposes.
 
In the current phase of pre-mandate development, planning is being undertaken to create a draft Trust Deed.
This document will remain as a draft, until approved by hapū who undertake the reparations process.
